Thanks to @bestellen1 on Twitter for pointing out that I never interpreted
Shimano's story in the upcoming Ryûga gotoku Zero!  D'oh!

Anyway, here it is:

Head of the Toujou Association's Secondary Organization, the Shimano Group

Group head of the Shimano, a secondary organization within the Toujou
Association, he holds overwhelming, intimidating power with his immense,
towering physique.  His personality is bold and cruel as well.

As Majima's boss in the underworld, he is the one responsible for expelling
Majima from the Toujou Association and placing him under house arrest in the
Soutenbori.  No one knows the true intentions behind him "keeping" him,
without killing him or letting him live.
